Before we even start a game (round), and to make it as much functional, there should be some settings adjusted. As we are connected to the server, the best thing to do is spending first few minutes as a spectator.
1. During that time check server Tickrate. - I recommend Tickrate 66/66 for the beginners, because the calculating many physical operations on Thickrate is not so precise, so that even when you shoot near the enemy, server will count that as a hit, and that makes it easier to play. On the other hand, player is slower, and the whole action is slower too. - For those who have better PC configuration and they want more realistic game, Tickrate is 100/100 - The point is that Thickrate should be stabile by itself, and if it's variable during the game (except at the begining and at the end of the round), then the server is low quality and there is no use playing at that server and loosing nerves (meaning: "why he is not dead if I shot him?")
Commands for adjusting Tickrate are next (write it in console): Tickrate 66/66: - cl_cmdrate 66 - cl_updaterate 66 - rate 25000 Tickrate 100/100: - cl_cmdrate 101 - cl_updaterate 101 - rate 30000
2. Check all the scripts that are in use on the server, the best thing to do is to shut them all down, except "most killer". The way to get adjusting menu is by simple typing "settings" in Chat. Here is how I like to have "settings" adjusted on the servers.  The reason why I don't like to have all the extra sounds or scripts on is because they disturb the game, and they are distractfull, they are destroying the silence while you are listening to other players steps and they are using more internet bandwith. Also, in my case often, they are making unnecessary lags.
